Frank O. Lowden served as the governor of Illinois and actively planted trees on his land. He initiated an extensive reforestation project to combat soil erosion after noticing poor crop yields. Following his tenure, the forest became a site for scientific study and sustainable forestry practices. The state later purchased the land and designated it as Lowden-Miller State Forest for public use.
