Protection Island near Washington’s Discovery Bay faced development plans in the late 1960s. Activists Zella Schultz and Eleanor Stopps campaigned for its protection as wildlife habitat. In 1982, the federal government established the Protection Island National Wildlife Refuge. This refuge now safeguards nesting seabirds and marine mammals from human disturbance. The island’s waters are also protected by an aquatic reserve designated in 2010.
