UPI users may remain unaffected even if Merchant Discount Rate is introduced, according to Bernstein. The brokerage expects large merchants to bear a 30-40 bps fee, while small merchants and low-value transactions may remain exempt. RBI Governor Sanjay Malhotra says it is too early to comment.
